CCSD Board of School Trustees meeting recap – July 8, 2021

LAS VEGAS – Agenda item 5.01 – Plan for Path Forward Program of Distance Education and Plan for the Safe Return to In-Person Instruction and Continuity of Services

The Clark County School District (CCSD) Board of School Trustees received an update from Superintendent Dr. Jesus F. Jara and District Leadership on the Plan for Path Forward Program of Distance Education and Plan for the Safe Return to In-Person Instruction and Continuity of Services. 

In order to comply with Directive 044, CCSD must submit a plan for the safe return to in-person instruction and continuity of services to the Nevada Department of Education (NDE) by July 14, 2021. 

The presentation outlined the guiding principles in the establishment of the plan being submitted by CCSD to the NDE. The guiding principles include:

  • Ensure the safety and wellbeing of all students and employees.
  • Promote equity and accessibility to learning for all students.
  • Provide instructional delivery systems to meet the needs of all students.
  • Foster positive relationships and interactions. 

Included in the Plan for the Safe Return to In-Person Instruction and Continuity of Services were requirements for Distance Education options for CCSD families, protocols in place for the health and safety of students, educators, and staff and how the District will ensure continuity of services, such as students’ academic needs and students’ and staff social, emotional, mental health needs.

Agenda Item 5.02 – 2021 Legislative Report

Trustees received a 2021 Legislative Report now that the 2021 Legislative Session has concluded. Multiple bills related to education passed this legislative session including two CCSD sponsored bills. This is the first time in over 20 years that all CCSD sponsored bills have passed in a legislative session.

The two CCSD sponsored bills passed are:

SB2 (Efficiencies in Education)

  • Removes duplicative reporting or tasks that take away from the instructional needs of our children.

SB66 (Bridging the Digital Divide)

  • Identifies students statewide who lack a digital device or sufficient internet access.
  • This legislation puts Nevada ahead of other states in potentially accessing future federal funds.

Additionally, the session passed SB450, a bill that extends the authorization of rollover bonds from 2025 to 2035. This bill will allow the District to build new and replacement schools and modernized current schools. 

This legislation will potentially result in:

  • 13 new schools
  • 33 replacement schools
  • Modernization and additions throughout the district
  • Over $3 billion in economic output and 24,000 jobs

Agenda Item 3.28 – Amendment of Clark County School District Regulation 5121

The Board of School Trustees voted to approve the amendments in Clark County School District Regulation 5121. The amended regulation better aligns with goals set in the Focus: 2024 Strategic Plan. 

The amendments were based on the recommendation of the Grading Reform Committee, made up of principals and members of various CCSD departments, in partnership with the Assessment, Accountability, Research, and School Improvement Division (AARSI). The goal of the Grading Reform Committee was to ensure students’ grades more accurately reflect their knowledge and skills by minimizing the impact of non-academic factors by reporting these separately.
