Statement and highlights of Arbitrator’s approval of contract between CCSD and CCEA

“As I said more than 12 months ago, teachers are the most important influence on student learning, and after more than 11 bargaining sessions that continued throughout the arbitration process, our educators will finally get the pay increases they are long overdue,” said CCSD Superintendent Dr. Jesus F. Jara.

“These historic increases are possible because Governor Joe Lombardo, as the education Governor, listened to superintendents and proposed the largest education budget in the history of Nevada in January 2023. They are also possible through the leadership of the District’s Board of Trustees and the dedicated work of the District’s bargaining team.”

“The School Board of Trustees and I are pleased that the approved contract gives our teachers the historic pay increases they deserve while aligning with the $637 million budget the District allocated in our budget process for licensed personnel. Teachers can enjoy their holidays knowing that relief is on the way,” stated Superintendent Jesus F. Jara.

“The School Board of Trustees thanks our licensed professionals for their patience as the negotiation team resolved critical differences to reach this approved contract,” said President Evelyn Garcia Morales. “Please know how much your work is valued by the trustees and District leadership. Student success would not be possible without you, and this increased compensation is well-deserved.”

Year 1

  • A 10% base salary increase
  • Step increases and column movements through the Professional Growth System
  • Utilization of a new pay scale/Professional Salary Table (PST) that places new hires based on education and experience, with no one-time lookback for previously hired employees
  • PST adds two additional columns
  • Extra instructional pay increases from $31.50 to $50 per hour
  • Coaches’ pay increases by tying their pay to the new PST
  • Differentiated pay scale continues for identified positions
  • $78.63 increase in CCSD contributions to THT for all enrolled employees
  • A supplemental 1.875% increase effective halfway through the 2023-2024 school year through June 30, 2025, to be paid through SB 231 funds

Year 2 

  • 8% increase, effective the third pay period in the 2024-2025 year
  • Step increases and column movements through the Professional Growth System
  • Differentiated pay scale continues for identified positions
  • $66.19 increase in contributions to THT for all enrolled employees
  • Supplemental $5,000 increases in pay for special education licensed staff and for licensed staff at Title 1 schools with a 5% or more vacancy rate (schools to be identified at the end of the 2023-2024 school year for the payments in 2024-2025), to be paid through SB 231 funds 
  • A mechanism to address what happens if the SB 231 funds are not re-appropriated for the next biennium

The estimated total general fund financial impact is $636.5 million over the biennium.

The estimated SB 231 financial impact is $111 million over the biennium. 

The new starting pay is $53,000, with the top salary over $131,000, including the supplemental 1.875% increase starting with SB 231 approval by the Nevada Legislature.
