The Clark County School District (CCSD) prioritizes the safety and wellness of all students. For the 2024-2025 school year, the District is implementing new initiatives to improve classroom learning and safety.
In grades 6–12, students must place personal electronic devices in non-locking, signal-blocking pouches during classroom instruction. This initiative is intended to reduce distractions and improve student learning and achievement. The pouches will be located in an area students can access in an emergency.
“Every minute of instruction is important for student learning, and studies clearly show that cell phones distract students,” CCSD Interim Superintendent Dr. Brenda Larsen-Mitchell said. “Ten schools piloted the cell phone pouches last year with success leading us to expand the program to all our secondary schools.”
Elementary schools have the option to utilize the non-locking, signal-blocking pouches. Parents/Guardians will receive additional information from their child’s school about procedures specific to their campus.

What will this look like at my child’s school?
Beginning August 12, 2024, all grades 6–12 students’ cellular devices will be placed in a non-locking, signal-blocking pouch during instructional time.
While each school’s process may vary slightly, in general, students can expect the following at their school each day if they bring a cell phone or electronic device to school with them:
- At the beginning of the instructional period or day, students will place their personal cellular devices into a non-locking, signal-blocking pouch. The educator will remind them to silence their devices for safety purposes. It is best practice to place the device in airplane mode before placing it in the pouch.
- The educator will instruct students where to place the non-locking, signal-blocking pouches for safety, such as on the student’s desk or in a designated classroom area.
What if there is an emergency?
- In an emergency or an evacuation drill, students may access their cellular devices as safety permits.
What CCSD Policy does this align under?
Students’ use of personal technology and communication devices, such as cellular devices, laptops, tablet computers, or other similar electronic devices, must align with Policy 5136, Personal Technology and Communication Devices.
The use of student personal technology and communication devices, such as cellular devices, laptops, tablet computers, or other similar electronic devices, is permitted during the following:
- Scheduled nutrition or lunch periods
- School-sponsored activities at all District campuses
- Classroom periods with the approval of the classroom teacher
- School bus transportation
Beginning in the 2024-2025 school year, students in grades 6–12 must also wear an identification badge on a CCSD secondary school campus. More information about how students can obtain their identification badges will come from each school during the first few weeks of the school year.
