Agenda Item 3.01 – Focus: 2024 Strategic Plan Update – Student Achievement
The Clark County School District (CCSD) Board of Trustees were provided with a presentation regarding the District’s efforts on student achievement.
As part of the report, Differentiated School Support Framework overall results show 59% of schools with increased index scores in the Nevada School Performance Framework (NSPF). Additionally, 31% of schools saw an increase of 10 points or more.
There have been several successes in regards to student achievement including:

Implementation of Tier I instructional materials for elementary mathematics leading to rebounding student achievement

Academic point gains demonstrated by Differentiated School Support Framework schools student group improvement at the elementary level

Continuation of summer learning opportunities
Additionally, lessons learned regarding student achievement include:

Continued investment in our educators with professional learning to build capacity

Continued focus of high-quality, standards-based Tier I instruction

Full recovery of student achievement is a multi-year commitment nationwide
Additionally, ACT released an updated report of high school average results for the class of 2022 and it was presented to the Board of School Trustees. Analysis of CCSD results is available here.
Statement from CCSD Superintendent Dr. Jesus F. Jara regarding CCSD Proficiency Scores:
“With today’s Focus 2024 Student Achievement results, we informed the community on our children’s proficiency rates related to English language arts, mathematics, science, and the ACT. While CCSD results track with learning loss experienced nationally as a result of the unprecedented COVID-19 pandemic, we refuse to accept these proficiency rate results as static for our southern Nevada children.
“The 40,000 employees of CCSD work every day to mitigate learning loss across all student groups with the ESSER III federal funding received. With the purchase of District-wide curricula and our focus on accelerating student learning and performance outcomes, we will continue spending these funds according to our community-informed plans available at https://future.ccsd.net/ by the December 2024 deadline.”

Agenda Item 4.04 – Legislative Platform
The CCSD Board of Trustees discussed the District’s Legislative Platform for the 2023 Legislative Session.
CCSD Bill Draft requests include:
BDR 379: Revises provisions related to teachers
● Proposed legislation would seek to influence the statewide teacher shortage through addressing structural barriers to recruiting and retaining licensed educators.
○ Examples include but are not limited to: Increased wages, improved working conditions,nationwide license reciprocity, paid application fees, and funding to bolster higher education teacher pipeline programs.
BDR 386: Revises provisions relating to the governing bodies of certain education entities.
○ Proposed legislation would establish standards and qualifications for all
education-related oversight boards such as school board trustees and Regents.
