Agenda Item 5.01 – COVID-19 Update and the Clark County School District response
The Clark County School District (CCSD) Board of School Trustees received an update on CCSD’s COVID-19 response plan and Phase I reopening approach.
The Phase I Reopening plan focuses on protecting the health and safety of employees and students, while slowly completing the tasks required for the long-term operation of our buildings.
General overview for Phase I includes:

All CCSD Facilities and buildings will remain closed to the general public in Phase I.

All schools will remain closed for students for the remainder of 2019-20 school year.
Trustees were presented with information on the numbers of meals served to students. Meal distribution continues to serve on average over 30,000 students per day at CCSD’s Food Distribution sites. CCSD will continue meal service at the current sites through June 30, 2020, or until expiration of the federally declared public health emergency, whichever comes first.
Trustees were also provided with an update on the efforts to provide technology to students without access at home. The report shows that as of April 20, more than 85,300 Chromebooks have been distributed to CCSD students.

Agenda Item 5.02 – Substitute Teacher Pay Structure
The Board received a presentation regarding the substitute teacher pay structure along with a proposed alternative.
The presentation includes a proposal to increase overall compensation for substitute teachers from $90/day to $110/day. Additionally, the proposal includes higher compensation for hard-to fill assignments, long-term commitment assignments, increased vacancy rate for substitutes assuming additional duties when a licensed teacher has not been hired in a position, and the proposal allows for annual updates to occur based on the needs of the school site.

Agenda Item – 3.03 Interlocal Agreement Clark County Chronic Absenteeism Collaborative
The Board approved an Interlocal Agreement between CCSD and the Clark County Department of Juvenile Justice Services (DJJS), to address chronic absenteeism for the purpose of providing interventions and resources to students to eliminate barriers to school attendance.
The Clark County School District will:

Work with the DJJS team to set attendance thresholds based on 2018-2019 attendance data;
-
Follow the established CCSD process to grant access to student data to appropriate DJJS staff;
-
Provide training to DJJS staff gaining Infinite Campus rights and access;
-
Work with the DJJS project manager to pull, synthesize, and report data related to the collaboration and related outcomes; and
-
Provide quarterly data reporting to CCSD leadership, CCSD Board of School Trustees, and the Clark County Commission.
The Clark County Department of Juvenile Justice Services will:

Oversee and manage the Chronic Absenteeism Collaboration project;

Hire project managers and staff;
-
Take the necessary measures to open four additional Harbor locations;

Ensure DJJS staff complete training regarding the use of student-level data; and
-
Prepare and provide quarterly data to the Clark County Commissioners Office and the Clark County Board of School Trustees.
There is no impact to the general fund.
