Agenda Item 3.01 – Memorandum of Agreement between the Clark County School District and the Clark County Association of School Administrators and Professional-Technical Employees Regarding an Incentives Program for School-Based Administrators

The Clark County School District (CCSD) Board of School Trustees approved a Memorandum of Agreement (MOA) with the Clark County Association of School Administrators and Professional-Technical Employees (CCASAPE) creating an incentives program for school-based administrators.

Under the terms of the MOA, principals may approve $250, $500 or $1,000 recruiting or retention incentives for all school-based administrators who receive an effective or highly effective performance evaluation. The incentive is only available to school-based administrators who work the entire 2023-24 school year at the school paying the incentive. 

The agreement has an estimated cost of $1 million and would be paid from available English Language Learner (ELL) and/or At-Risk Weighted Funding. School-based administrators will only be eligible for one incentive for the 2023-24 school year.

Agenda Item 3.02 –  Memorandum of Agreement between the Clark County School District and the Clark County Association of School Administrators and Professional-Technical Employees regarding an Incentives Program to school-based administrators at Transformation Network Schools

The Board approved a Memorandum of Agreement (MOA) with the Clark County Association of School Administrators and Professional-Technical Employees (CCASAPE) that provides an incentive program for principals and Assistant Principals at Transformation Network schools.

Under the terms of the MOA, principals and assistant principals of Transformation Network Schools will receive a recruitment or retention incentive of up to $10,000. To receive the incentive, the principal or assistant principal must be employed at the applicable school on the last day of the 2023-24 school year.

Additionally, the MOA outlines a performance incentive of up to $20,000 available to principals as the Transformation Network schools. To earn the incentives, principals must reach student performance goals.

  • $5,000 for an improvement equivalent to one full star as of September 15, 2024 and/or a 15 point total index improvement from 2022-23 on the Nevada School Performance Framework (NSPF).
  • $10,000 for earning a three star rating as of September 15, 2024 and/or a 15 point total index improvement from 2022-23 on the NSPF.

Principals will not be eligible for other incentive programs offered to administrators who are not assigned Transformation Network schools. The agreement has an estimated cost of approximately $1 million.

Agenda Item 3.03 – Teachers Health Trust Update

Trustees were provided an update on the Teachers Health Trust in compliance with the terms of a Memorandum of Agreement with the Clark County Education Association (CCEA).

The report provided updates on the audited financial report, the state of the Teachers Health Trust as well as revenues and expenses for the fiscal year.

Per the terms of the Negotiated Agreement, CCEA established a teacher health trust for the purpose of administering group insurance for teachers. CCSD is not party to any contract between CCEA and the trust.
