Agenda Item 3.01 – American Rescue Plan Elementary and Secondary School Emergency Relief Funds (ARP ESSSER III) Annual Use of Funds Report

The Clark County School District (CCSD) Board of School Trustees received an update on the American Rescue Plan ESSER III Annual Use of Funds Report. The District received $777 million in recovery funding for accelerating student learning, supporting educators, increasing equity and access as well as investing in teacher recruitment and retention. As of October 2023, CCSD has spent or committed 84 percent of the funds received and is on track to utilize all funding by the June 30, 2024 deadline.

Agenda Item 2.12 and 2.13 – Memoranda of Agreement with the Board of Regents of the Nevada System of Higher Education on Behalf of Nevada State University and University of Nevada, Las Vegas 

Trustees approved agreements with the Board of Regents of the Nevada System of Higher Education on behalf of Nevada State University and the University of Nevada, Las Vegas (UNLV) with the Transformation Network’s Internship Program for aspiring educators. The partnerships provide opportunities for future educators with the resources and experiences necessary to connect classroom learning with real-world experiences. This program supports the District’s efforts to recruit new teachers and provide access to licensure. Nevada State University participants will be able to take responsibility for their classroom, with support, while being compensated.

Agenda Item 3.03 – Focus: 2024 Strategic Plan Update – Student Discipline

The Board received an update on the Focus: 2024 Strategic Plan regarding student discipline. The District is trending lower in student suspensions and expulsions in Quarter 1 of 2023-24 compared to this quarter in 2022-23. There has also been a notable decrease in student suspensions reported in elementary schools.

Agenda Item 4.01 – 2023-2024 Amended Final Budget

Trustees approved the 2023-2024 amended final budget that will be submitted to the State of Nevada by the January 2024 deadline.

The general operating budget includes total expenditures of approximately $3.4 billion and an ending fund balance of approximately $231.6 million. The approved Amended Final Budget includes a projected 4.5 percent unassigned ending fund balance of $151.7 million. Approximately 82 percent of the general operating fund dollars included in the budget are spent on employee salaries and benefits.
