LAS VEGAS – Agenda Item 4.01 – Fiscal Year 2026 Amended Final Budget
The Clark County School District (CCSD) Board of School Trustees approved the Fiscal Year 2026 Amended Final Budget.
The District’s budget includes $3.9 billion in General and Special Education Fund revenues for the 2025-2026 school year.
Approximately 88 percent of CCSD expenditures go directly to employee salaries and benefits. The average CCSD employee is currently provided with an additional 41 percent of their salary in the form of health insurance, pension, and other benefits.
Nevada law requires school districts to submit budgets to the Department of Taxation by specific dates. Each spring, the Board approves a Final Budget that includes revenue and enrollment projections. As is standard practice, an Amended Final Budget is submitted to the state in December of each year, which includes updates to the District’s budget accounting for actual enrollment numbers and state-provided allocations.

Agenda Item 1.03 – Board President and Superintendent Year in Review
Board of School Trustees President Irene Bustamante Adams and Superintendent Jhone Ebert presented a report on accomplishments of the District in the past year. The December 11, 2025, meeting will be President Bustamante Adams’ final regular meeting in the role of Trustee President. She will continue to serve on the Board of School Trustees.
Bustamante Adams and Ebert highlighted multiple CCSD achievements over the course of the past year, including:
- Collaborated as a Team of 12 with the Board of School Trustees and Superintendent:
- Completed a revision of budget procedures in collaboration with the Nevada Department of Education and a state-appointed compliance monitor to ensure CCSD’s budget is transparent and accountable.
- Hired Superintendent Jhone Ebert with a unanimous vote.
- Collaborated with employee associations to approve agreements with CCSD’s licensed professionals, support professionals, and administrators early in the school year. Each unit received a salary and benefits increase of approximately 10 percent.
- Launched the first day of school with success:
- Opened the school year with 98 percent of classrooms staffed with a licensed teacher, which is the highest percentage in recent history.
- Recorded a 97.5 percent on-time rate for buses on the first day of school.
- Only 3% of schools had calls for service regarding major operating issues (e.g., A/C failure) on the first day of school, and all issues were resolved within the day.
- Improved Academic Performance, including:
- Nevada School Performance Framework (NSPF) – Approximately 70 percent of CCSD schools improved their overall NSPF index scores, with 136 schools increasing their star ratings.
- Graduation Rates – The District celebrated a 5.1 percent increase in the graduation rate for the Class of 2025, reaching 86.6 percent. CCSD also showed improvements in the graduation rate for every student group.
- Focused on Transparency and Trust:
- Launched the CCSD CARES program to set expectations of how employees and community members should treat each other, based on “Mutual Courtesy. Mutual Respect.”
- Sought community input on key decisions through surveys related to school start times and the development of CCSD’s upcoming long-term strategic plan.
As part of the Board of School Trustees’ regular procedures, the Board will elect a new leadership team during the Board Work Session scheduled for January 7, 2026.
Agenda Item 3.02 – Clark County School District Intrastate Interlocal Contract Between the Clark County School District and the State of Nevada, Department of Employment, Training, and Rehabilitation’s Bureau of Vocational Rehabilitation
The Board approved an agreement with the State of Nevada Department of Employment, Training, and Rehabilitation’s (DETR) Bureau of Vocational Rehabilitation (VR) to provide pre-employment transition services for students with disabilities between the ages of 14 and 22.
The agreement outlines the ways DETR can support students and families in a smooth transition from high school to post-school employment-related activities and competitive employment. During the 2024-2025 school year, Nevada VR provided Pre-Employment Transition Services to 737 students in CCSD, as well as assisted students, parents/guardians with opening 550 cases.
The agreement, which runs through 2029, continues the partnership between CCSD and DETR that has been in place for the last 20 years.
