LAS VEGAS – Agenda Item 3.01 – Public Hearing On and Possible Approval of the New 2025-2027 Negotiated Agreement between the Clark County School District and the Clark County Education Association.
The consideration of the tentative Negotiated Agreement between CCSD and CCEA, originally scheduled for the August 14 Board meeting, was removed from the agenda. There will be a separate Board meeting on Tuesday, August 19, for that item. CCSD needed to format the tentative Agreement, ensure all documentation was correct, and calculate the fiscal impact of the Agreement before posting it, and the law requires that such occur at least three business days before the meeting.
Agenda Item 3.08 – Focus: 2024 Strategic Plan on Teachers, Recruitment and Critical Labor Shortage
The Clark County School District (CCSD) Board of School Trustees accepted a report that highlighted progress with teacher recruitment, reducing teacher vacancies, and a 94.4 percent retention rate for licensed educators in the 2024-25 school year.
The 94.4 percent retention rate reflects continuous improvement from 87.7 percent during the 2022-2023 school year. This is partially credited to CCSD’s starting pay for new teachers at $57,471, along with benefits, including retirement and medical coverage.

Agenda Item 3.09 – Focus: 2024 Strategic Plan on School Operations Continuity
Trustees accepted a presentation on school operations that highlighted successes, including the District’s $5 million HVAC initiative that addressed HVAC needs at 37 campuses over the summer, the completion of six school replacements, and an update on sixteen comprehensive modernization projects that are underway or already completed.

Agenda Item 3.10 – Focus: 2024 Strategic Plan on Maintenance and Grounds Department Levels of Service
The Board accepted a presentation regarding levels of service for the Maintenance and Grounds Department. Successes included operations managers increasing support for staff, increasing communication, as well as increasing staff productivity and accountability.

Agenda Item 3.11 – Focus: 2024 Strategic Plan Update on Employee Morale, Engagement, and Retention
Trustees accepted a report focused on employee morale, engagement, and retention. It noted an increase in employee recognitions with over 9,000 recognitions during the 2024-2025 school year, and increased staff participation in District events. Part of this increase is due to the relaunch of the RAVE Reviews to recognize employees who have demonstrated excellence in character, performance, and service.
