CCSD Board of School Trustees meeting recap – April 8, 2021

Agenda Item 5.01 2021-2022 Tentative Budget

The Clark County School District (CCSD) Board of School Trustees received a budget update from Chief Financial Officer Jason Goudie. The presentation provided information on the tentative budget for the 2021-22 school year.

The presentation of the 2021-22 tentative budget aligns with the timeline for when the District must submit the information to the Nevada Department of Taxation on April 15, 2021.

Key elements of the presentation from Mr. Goudie included:

  • Information on The Coronavirus Response and Relief Supplemental Appropriations Act, (CRRSAA), Elementary and Secondary School Emergency Relief Fund (ESSER) and the Governor’s Emergency Education Relief Fund (GEER) programs that were initially created by the Coronavirus Aid, Relief, and Economic Security (CARES) Act in March 2020.

  • Funding from the Pupil Centered Funding Plan, the State Education Account, and Federally Funded programs.

  • Updates on general operating revenues and expenditures.

The Board approved the 2021-22 Tentative Budget by a vote of 6-0.

Agenda Item 5.04 – Legislative Updates 

Trustees received an update regarding the 2021 Legislative Session and the bills CCSD Government Relations is currently tracking. The Board was provided with information on the movement of several bills that relate to education, including SB2, Clark County School District’s bill on staff efficiencies and SB352, which makes it easier for support professionals to work as a student teacher in their school.

During the presentation, the Government Relations team announced that as the state transitions to the Pupil-Centered Funding Plan over the next two years, the District will allocate funding for students who are at-risk or English Language Learners based on historical budget practices, specifically Zoom and Victory Schools for the next biennium.

Agenda Item 5.02 – 5.05 Notice of Intent – Clark County School District Policy 5114

The Board of School Trustees were presented with a Notice of Intent to make revisions to existing regulation and policy language to be consistent with recent changes to Nevada Revised Statutes (NRS) and the Clark County School District K-12 Student Code of Conduct. Most policies and regulation changes have already been implemented in the Clark County School District.
