Agenda Item 6.05 – Approval of the 2019-21 Negotiated Agreement with the Clark County Association of School Administrators and Professional-Technical Employees
The Clark County School District (CCSD) Board of School Trustees unanimously approved the Negotiated Agreement with the Clark County Association of School Administrators and Professional-Technical Employees (CCASAPE). The new agreement
covers the 2019-20 and 2020-21 school years.
The agreement includes:
- A 3% adjustment to the salary tables to increase the salaries of all employees.
- Step increases in the 2019-20 and 2020-21 school years for eligible administrators.
- A 4% increase in both years in CCSD’s contribution to monthly health insurance premiums.

Agenda Item 3.01 – Focus: 2024
Trustees received a report on the five-year strategic plan, Focus:2024 and efforts to improve student achievement in English language arts, mathematics and science. Results show slight improvements in most grades and subjects. Trustees were presented with measures being taken to improve scores and meet the ambitious goals of Focus: 2024 through the use of balanced assessments, professional learning for educators and expanded access to dual-credit opportunities. Staff also discussed efforts to increase enrollment in honors and advanced placement courses among middle school students and the implementation of the Measures of Academic Progress (MAP) Growth data and MAP Accelerator as part of the NWEA Partnership with CCSD launched this year.

Agenda Item 6.02 – Naming of Portions of Facilities – Chad W. Parque Memorial Baseball Field
Trustees approved a request to name the Cheyenne High School Baseball field in honor of fallen North Las Vegas Police Detective Chad W. Parque.
Parque was a 2002 graduate of Cheyenne High School where he played baseball along with other sports. After graduation, Parque pursued a career with the North Las Vegas Police Department where he earned the rank of detective. In his career, the detective never lost his passion for Cheyenne High School and its students. The application for the baseball field name change states, “Detective Parque’s history with teachers and staff at CHS gave him an opportunity to mentor students. He worked tirelessly to ensure that all students were given the opportunity to become future leaders in the community.”
A sign designating the field as Chad W. Parque Memorial Baseball Field is scheduled to be placed on the backstop early next year.

Agenda Item 6.03 – 2015 Capital Improvement Program Revision 4
The Board of School Trustees approved a revision to the Capital Improvement Program to realign it with the infrastructure needs of CCSD schools. The revision calls for fewer classroom addition projects to reallocate funds to a Comprehensive Renovation Program. The renovation program will address the aging infrastructure at 290 schools that are 20 or more years old. The reallocation of money will be used to ensure the full-service life of the schools’ infrastructure while addressing some of the cosmetics.
The new plan also includes two new Career and Technical Academies (CTA) to address the demands of the student population. CCSD received 22,000 magnet applications for 15,201 available seats. 64 percent of those applications were for CTAs. Northeast CTA is expected to relieve capacity concerns at Legacy, Shadow Ridge and Arbor View high schools. South CTA would alleviate capacity issues at Desert Oasis, Liberty, Foothill, Coronado and Green Valley high schools.
